OMNILINK was engaged after a comprehensive tender process to deliver data management and integration services to the ACT Department of Education and Training – Facilities Branch. The project is known as SCADIP (Schools CAD Conversion and Internet Project.
Facilities Branch had a requirement to provide up-to-date plans of every school showing site, building, level and room detail as a basic framework. ACT DET staff had also conducted an IT audit of both the staff and student IT networks within all schools (100+) down to the location of wall sockets/outlets.
There also existed a legacy data set of some 6000 aperture cards containing vast arrays of data including architectural, electrical, mechanical, water and sewer networks, hydraulic and other themes. A significant number of these images provided base data such as site, building, level, room and major underground service data that was vectorised into a CAD format and integrated with other CAD/GIS data including an aerial photograph over each school. The aerial photo, along with basic property data was sourced via an inter-government agency agreement with ACT Planning and Land Administration (ACTPLA). This provided the basis for correct and accurate geo-referencing of the school data so that schools could be viewed in relation to each other for facility management (and other) purposes including condition audits, refurbishments, capital works.
The final sets are now being deployed over the DET intranet with school staff able to view detailed drawings within a web browser environment. The users are also able to access the image files that are referenced to each school.
Overall the project took approx 6 months to complete and following an initial 3 months release to users (now underway) updates and new data will be integrated to directly support the facilities management business activities of the ACT DET.
